FERTILIZER - All commercial applicators operating in West Bloomfield are required to be licensed by the Township and must affix a Township decal to their windshields. GARAGE SALES
- Township Code regulates and controls garage sales. Permits must be obtained at the Clerk's Office in Town Hall for a fee of $5.00 (includes one sign) for up to 72 consecutive hours (Michigan driver’s license or ID required). You may purchase one extra sign for $1.00.  A person may have two (2) garage sales at his/her residence during a consecutive twelve-month period. No flags, banners, or balloons are allowed. Garage sales include yard sales, moving sales and estate sales.

GARBAGE AND TRASH COLLECTION
The Township has a preferred vendor contract for trash collection with Richfield Equities, LLC, that includes recycling and yard waste disposal.  The monthly residential rate is $13.49 per month effective April 1, 2010, payment options [monthly, quarterly, yearly] may be arranged with Richfield.  For Customer Service call 1-877-609-6753. West Bloomfield Code regulates that refuse should be placed at the edge of the roadway for collection not earlier than 6:00 p.m. the night before the scheduled pickup, and empty receptacles shall be removed from the street no later than 8:00 p.m. the day of the pickup. All containers and trash bags are limited to a 40 lb. maximum; however Richfield can accommodate up to 90 lb containers for trash.  Contact Customer Service two business days prior to your scheduled pick up day for large items such as appliances or furniture (except for Richfield). Carpet must be cut in 4-foot strips, rolled, bundled, and tied (not exceeding 30 pounds each bundle).

Yard waste disposal begins the first Monday on or after April 1st  through the week of the last week in November, on the same day as the contractor collects solid waste and recyclables. Yard waste includes leaves, grass clippings, garden debris, shrubbery, weeds, lake weeds, flowers, bush or tree trimmings less than 3 feet in length and 2 inches in diameter. Larger diameter logs less than 4" in diameter and less than 4' in length may be put in the trash for SOLID WASTE pickup. Yard waste must be in brown paper yard waste bags or loose in trash cans up to 30 gallons clearly marked Yard Waste or Compost. Plastic bags are prohibited for yard waste.

There is no trash pickup on New Year’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving, and Christmas. Pickup will be one day late the rest of that week. The licensed haulers are:

RECYCLING - As of August 1, 1993, all trash haulers operating within the Township must offer curbside recycling. Contact your hauler for more information.

GEESE - If your subdivision is having problems with geese feeding on lawns or loafing on docks, swimming rafts and beaches, a group or association can write a letter to Catherine Shaughnessy, Township Clerk (P.O. Box 250130, West Bloomfield, MI 48325-0130, 248-451-4848, requesting permission to remove geese following the DNR program (with name of contact person, including address and phone number) OR requesting a petition requiring signatures from 75% of the lake front property owners in favor of removing geese from the lake. Also included is a form that the resident must bring to the Clerk’s Office for a Township Official to sign indicating that the Township is aware and approves the removal of the geese. Roundups take place in late June or early July at a time when geese are flightless.

NEWSPAPERS - Four local newspapers which are circulated in the Township are The Eccentric-West Bloomfield Edition, The Spinal Column, The Oakland Press and The Beacon. The Eccentric and Spinal Column are designated as the official Township papers for legal notices. However, when time is a factor, the Oakland Press may be used, since it is the only local newspaper which is published daily.

NOXIOUS WEEDS
Chapter 23 -Code of Ordinances requires noxious weeds be cut in subdivisions which are 60% or more developed or upon lots of 50,000 square feet or less. Chapter 23 also prohibits the dumping of grass clippings, tree branches, etc. on any vacant property without the written consent of the owner. Contact Code Enforcement at Town Hall 248-451-4880

Public roads are under the jurisdiction of the Road Commission for Oakland County (RCOC), 2420 Pontiac Lake Road, Waterford, 48328.

Private Roads are the responsibility of the property owners.
For paving or resurfacing subdivision streets, you may contact: Tim Emeigh at 248-645-2270. Mr. Emeigh will come out and speak to your group if you are interested. Petitions must be signed by residents on each street and public hearings must be held, usually in the Township Hall.

Residents on gravel roads have until April 29 to apply for the DUST CONTROL PROGRAM offered by the Road Commission for Oakland County.  The cost is 35 cents per linear feet of road at a cost of $350.00.  Call toll-free 877-858-4804 for an application.

SOIL TESTING - Mail-in cartons for soil testing by the Michigan State University Extension Service in East Lansing can be obtained from the Oakland County Cooperative Extension Service, 1200 N. Telegraph Road, Pontiac, MI 48341, 248-858-0902. The tests determine the amount of phosphorus and the percentage of the three major nutrients in the soil.

SOLICITORS - DOOR-TO-DOOR - Chapter 17 Code of Ordinances
Charitable organizations and interstate commerce companies are exempt from this ordinance due to Federal Interstate laws. Best deterrent is NOT to contribute and close your door. Don't let them intimidate you. If they are on your doorstep, they are on private property so order them off your property. Call the Police Department and stay inside your home. The Clerk's Office has free "NO SOLICITOR" signs for your door or window - you can pick them up at the Township Clerk's Office at Town Hall, 4550 Walnut Lake Road.

SUBDIVISION ENTRANCE LIGHTS
If you wish to improve the entrance to your subdivision by adding an overhead light, please contact the Clerk's Office at 248-451-4848. You must pay the current rate, per light, times 60 months in advance to the Township. After the five-year period the Township will assume the maintenance of the light. A diagram of the area, whether there is an existing pole, name of subdivision, name, address, and telephone number of the President of the association, plus a check for the entire amount, will be needed to process the order.

Summer taxes due July 1 through September 14 without penalty and winter taxes due December 1 through February 14 without penalty. Senior Citizens may defer their summer taxes, if they qualify, by filling out a form at the Treasurer's Office 248-451-4860 before September 15 each year. Registrations are taken at the Clerk's Office in Town Hall, 4550 Walnut Lake Road, Monday, Tuesday, Thursday and Friday, 8:00 a.m. to 4:30 p.m. and Wednesdays from 8:00 a.m. to 7:00 p.m. or at any Secretary of State Office in Michigan. Effective 4/1/00, Michigan law requires that the same address be used for voter registration and driver license purposes. Any move within the Township should be reported immediately to the Clerk's Office. You must be registered 30 days prior to an election to be eligible to vote. For absentee ballots, contact the Clerk’s Office 248-451-4848. Anyone reaching their sixtieth (60) birthday or who is disabled can ask to be added to the permanent voter list and will receive applications 75 days before each election.

Working papers are obtained from the local school in which a child is enrolled (under the age of 18) or would be enrolled (if home schooled). The State of Michigan is the enforcer for violations and employers can receive heavy fines for non-compliance.
